John Anning

John was appointed General Manager Policy Regulation Directorate in April 2007 and brings considerable experience in the areas of public policy and regulatory matters as well as in the areas of corporate and government relations.

John previously worked for the Financial Planning Association as General Manager Policy and Government Relations, and was responsible for providing strategic and technical advice on regulation, public policy matters and lobbying activities.

John has also held senior management positions in government and corporate affairs roles with the Commonwealth Bank of Australia and Telstra. He was also with the Department of Foreign Affairs and Trade where his roles included First Secretary, Australian Embassy, Paris.

John has a Master of Public Affairs, Bachelor of Legal Studies and a Bachelor of Arts.

Brian Francis

Brian is responsible for all obligations as required under the Corporation Law and other Statutes. He ensures that all Board and member policy directives are carried out and comply with all relevant laws. He is also responsible for ensuring that the highest standards of corporate governance are maintained and that all ASIC reporting and statutory obligations are met.

As General Manager Corporate Services, Brian is responsible for managing the general functions of the Council. This includes statutory, management, tax, general accounting, human resources, payroll, office accommodation, insurances and information technology services.

Brian has more than 35 years of experience in the general insurance industry, having worked in New Zealand, South Africa and Australia in a variety of executive positions.

Campbell Fuller

Campbell has more than two decades of experience as a journalist and communications consultant and is responsible for the Insurance Council's Communications directorate. A former newspaper journalist and editor, Campbell joined the Insurance Council in October 2011 from a multinational public relations firm, where he specialised in corporate communications, reputation management, thought leadership and crisis management for professional services firms, ASX-listed companies and financial services businesses.

He was previously a reporter, sub-editor and senior editor on leading publications including The Herald and The Herald Sun, Sunday Herald, Sunday Herald Sun, mX, The Australian and The Sunday Telegraph, and news agency Australian Associated Press.

Paul Giles

After more than a decade in the public sector, including several years as a senior ministerial advisor, Paul joined the Insurance Council in August 2006.

As the General Manager of Government and Stakeholder Relations, he is responsible for coordinating the Insurance Council's advocacy and strategic lobbying across all levels of government.

Paul's career in policy development began in the Department of Finance and Administration and the Department of the Prime Minister and Cabinet.

Prior to joining the Council, he was senior advisor to the Federal Minister for Immigration and Multicultural Affairs.

Paul holds a Bachelor of Arts Double Political Science Major (Hons), and a Graduate Diploma, International Relations.

Vicki Mullen

Vicki was appointed General Manager Consumer Relations and Market Development in January 2012.

She is a lawyer with more than 18 years of experience in legal and public policy and regulatory affairs.

Prior to joining the Insurance Council, Vicki was a Senior Policy Manager at the Financial Services Council, responsible for the FSC's Life Insurance Board Committee. She has also worked for IAG as a Senior Manager, the Actuaries Institute, a senior NSW Minister, the NSW Cabinet Office, and the NSW Parliament.

She holds a Bachelor of Arts/Bachelor of Laws, a Master of Laws and a Graduate Diploma in Legal Practice.

Alex Sanchez

Alex was appointed General Manager Economic and Taxation Directorate after extensive experience in both the public and private sectors as an economist and policy analyst, having worked in the energy sector, banking, housing and transport industries.

As Senior Policy Adviser (Economics) in the Office of the Leader of the Opposition he was responsible for tax and family payment, child care benefit and child care and trade practice reform policies.

Alex brings a wealth of international experience through consulting work on behalf of the Asian Development Bank, Waste Services NSW and the South Western Sydney Area Health Service.

Karl Sullivan

As General Manager for the Policy, Risk and Disaster Planning Directorate, Karl is responsible for the facilitation of industry policy and initiatives regarding emerging risks as well as coordinating the industries response and partnership with government following a significant disaster event.

Karl brings with him significant experience in the disaster planning and risk management field. Prior to joining the Insurance Council, Karl was responsible for global Disaster Planning, Response and Mitigation for the Qantas Group of Companies. In conjunction with that role, Karl was active in international and domestic forums focussed on a wide range of disaster events and emerging risks.

Prior to Qantas, Karl enjoyed a career in the Royal Australian Air Force, including several operational flying tours and appointments responsible for consequence management and disaster planning.
